Yes, it is possible. SMARTFENSE offers two options for creating a new campaign targeting only the users who did not start or did not complete the content of a previous campaign, without reassigning it to those who already did.
Option 1: assignment configuration
When creating the new campaign with the same content, configure the assignment option to exclude users who have already completed the content. This setting is defined in Settings > Awareness > [Component] > [Component] Assignment.
Select the option Assign only to recipients who have not previously completed the module (or its equivalent depending on the component).
With this configuration, the platform assigns the new campaign only to users who had not completed the content at the time of the send. Users who had already finished are automatically excluded.
This option is useful when the goal is to reach users who did not complete the content, including those who started it but did not finish.
Option 2: inverse group from the original campaign detail
From the finished campaign, you can create a group with exactly the users who did not perform a specific interaction and use it as the recipient of the new campaign.
- Go to Audit > Campaign detail for the original campaign.
- Open the Information and actions tab.
- Locate the Completed metric (or the relevant interaction depending on your goal).
- Click Create inverse group.
The platform automatically generates a group of users who did not perform that interaction. That group is then available to select as recipients when creating the new campaign.
This option allows more precise segmentation. For example: using the inverse of Started gives you exactly the users who never began the content; using the inverse of Completed also includes those who started but did not finish.
The Create group and Create inverse group buttons are available for every campaign indicator and apply to both training components (Interactive Modules, Videos, Exams, etc.) and simulation components (Phishing, Ransomware, Smishing).
Note for simulation campaigns: simulation components do not have an assignment configuration, so Option 1 does not apply in these cases. However, groups and inverse groups are especially useful here: for example, if you want to send an awareness campaign to users who clicked the link or entered data in a phishing simulation, you can create a group directly from those metrics in the campaign detail and use it as the recipient list for the new training campaign.

- Use Option 2 when precision is needed: the inverse group of Started ensures the new campaign reaches only users who never interacted with the content.
- Use Option 1 when you want to apply the exclusion logic permanently for future campaigns of the same type, without manual segmentation.
- Combine both options: create the inverse group from the original campaign and use it as the recipient list in a new campaign configured with the restrictive assignment setting, for greater control.
- Check the percentages of Started and Completed in the Information and actions tab before deciding which metric to use as the basis for the inverse group.
