If certificate delivery is enabled during an ongoing campaign, certificates will be sent correctly, but only for actions performed from that moment forward.
Reason for this behavior
When certificate delivery is enabled, whether for completion of an interactive module or exam approval, in a campaign that has already started:
The setting begins to apply from the moment it is activated
It does not apply retroactively
This means that:
Users who complete the content after activation will receive their certificate
Actions performed before activation will not generate certificates

You can enable or disable certificate delivery from:
For interactive module completion certificates in the section Settings > Awareness > Interactive Modules > Certificates
For exam approval certificates in the section Settings > Awareness > Exams > Certificates
Considerations
The setting only impacts new interactions
It is not possible to generate certificates retroactively
